Paint or color the first paper plate
blue.  This will be the background.
Paint or color the OUTSIDE bottom
half brown
Staple the larger sail to the top of
the popsicle stick.
Staple the smaller sail onto the
popsicle stick just under the larger
one.
Staple the popsicle stick to the
bottom of the boat.  Additionally you
could glue the popsicle stick to the
blue background if you want to
utilize the pocket feature.
Cut your second paper plate like the
picture above.  The bottom half will
be for the ship, the top two pieces
are for the sails.
Staple the bottom half to the blue
background plate to form a pocket.
